Committee Considers Standardization of Promotion Process

The Senate Veterans Affairs and Emergency Preparedness Committee, chaired by Senator Randy Vulakovich, today (October 27) approved legislation that would standardize the process for promotion on the retired list of the Pennsylvania National Guard.

Senate Bill 1046, introduced by Senator Vulakovich, codifies the standards for the promotion and ensures compliance with U.S. Army and U.S. Air Force uniform regulations.

“This legislation will help require the member’s command to provide a recommendation to the Adjutant General prior to the approval for an honorary in-state promotion,” said Senator Vulakovich.

The committee will also approved Senate Bill 1045, a measure introduced by Senator Vulakovich that standardizes the definition of “Veteran.”

“Specifically, the bill defines the term ‘Conditions other than Dishonorable’,” Senator Vulakovich said. “Over the years, there have been questions concerning programs utilizing such wording without a definition.  Making this change will help ensure consistency throughout each of the programs under state law.”
